Please stop back regularly to see the latest updates and consider this information out of date unless you are viewing it in conjunction with the (linked) official Government sources.<\/p>\n<p>Thank you.[\/vc_message][\/vc_column][\/vc_row][vc_row][vc_column][vc_empty_space height=&#8221;45px&#8221;][vc_column_text]<\/p>\n<h3>On Thursday 26th November, after a month of complete lockdown for most clubs in England (and in some devolved nations too) the promise of an open return to indoor training was somewhat quashed with the announcement that a new, stricter Tier system will be introduced on December 2nd.<\/h3>\n<h4>This came as a blow to many instructors eager to try and return before Christmas to salvage what remains of 2020. Frankly, we&#8217;re all exhausted. Clubs are tired of trying to keep abreast of constantly changing guidance and even our policy experts and the team &#8216;behind the scenes&#8217; at BMABA are yet again &#8216;head in hands&#8217; with the latest set of revisions and conditions. As always, we&#8217;re trying to pick apart the latest guidance to understand what this means for Martial Arts clubs.<\/h4>\n<h2>So what is the new guidance and tier system?<\/h2>\n<p>Let&#8217;s use the official reasoning;<\/p>\n<blockquote>\n<h4 id=\"why-the-government-is-introducing-tiers\" style=\"padding-left: 40px;\">Why the government is introducing tiers<\/h4>\n<p style=\"padding-left: 40px;\">It is right to apply tighter restrictions where prevalence is highest. In September and October, the virus spread rapidly in all parts of the country. The government responded with new national restrictions. These have brought transmission back under control.<\/p>\n<p style=\"padding-left: 40px;\">The government will replace them on 2 December with a regionally-differentiated approach, where different tiers of restrictions apply in different parts of the country.<\/p>\n<p style=\"padding-left: 40px;\">These tiers will be strengthened compared to the previous tiers in order to prevent a return to growing infections. We know that social contact spreads the virus. We need to impose these restrictions and it is right to target the toughest measures only in the areas where the virus is most prevalent or where we are seeing sharper increases in the rate of infection.<\/p>\n<p style=\"padding-left: 40px;\">The government is committed to ensuring the right levels of intervention in the right places to manage outbreaks, suppress the virus and keep R below 1.<\/p>\n<p style=\"padding-left: 40px;\">There are 3 tiers for local restrictions:<\/p>\n<p style=\"padding-left: 40px;\">TIER 1 &#8211; We were also able to provide accurate updates on the previous Tier system after tackling a monumental volume of Government guidance in the days that followed the Tier system introduction.<\/p>\n<p>For the 2nd December 2020 tier system changes and martial arts, it&#8217;s not yet completely straight forward. This is because at the time of writing this, neither .GOV, DCMS or Sport England have updated their guidance. It&#8217;s shameful to make an announcement like this and to have an independent association fulfilling this requirement ahead of the official bodies, but in lieu of what can be quite a period of radio silence, we will do our best to fill in the gaps using the official guidance published today.<\/p>\n<p><em>We&#8217;re going to cherry-pick the passages relevant to martial arts clubs and classes for the concise list but please do ensure you read the guidance\u00a0<span style=\"text-decoration: underline;\"><strong>in full<\/strong><\/span><\/em>\u00a0<em>at the bottom of this summary as well. This is really important; don&#8217;t just gloss over the detail with the headlines!<br \/>\n<\/em><\/p>\n<h2 style=\"padding-left: 40px;\"><strong>What you can and can&#8217;t do.<\/strong><\/h2>\n<h3 style=\"padding-left: 40px;\"><strong>TIER 1: Medium Alert<\/strong><\/h3>\n<ul>\n<li>businesses and venues can remain open, in a COVID secure manner, other than those which remain closed by law, such as nightclubs<\/li>\n<li>organised outdoor sport, physical activity and exercise classes can continue<\/li>\n<li><strong>organised indoor sport, physical activity and exercise classes can continue to take place, if the rule of 6 is followed. The rule of 6 does not apply to organised indoor sport.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"padding-left: 40px;\"><strong>TIER 2: High Alert<\/strong><\/h3>\n<ul>\n<li>businesses and venues can remain open, in a COVID secure manner, other than those which remain closed by law, such as nightclubs<\/li>\n<li>organised outdoor sport, physical activity and exercise classes can continue<\/li>\n<li><strong><strong>organised indoor sport, physical activity and exercise classes will only be permitted if it is possible for people to avoid mixing with people they do not live with (or share a support bubble with). There are exceptions for indoor disability sport, sport for educational purposes and supervised sport and physical activity for under-18s, which can take place with larger groups mixing<\/strong><\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\"><span style=\"color: #808080;\"><em>*See below on the rule of 6 issue.<\/em><\/span><\/p>\n<h5 style=\"padding-left: 40px;\"><strong>Our take on this tier and martial arts?<\/strong><\/h5>\n<p style=\"padding-left: 40px;\">Given the above, and in absence of additional restrictions or conditions, organised indoor martial arts classes can continue for adults and children provided all of the usual COVID-Secure, hygiene and distancing requirements are satisfied. The rule of 6 does not apply to organised indoor sport.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"padding-left: 40px;\"><strong>TIER 3: Very High Alert<\/strong><\/h3>\n<ul>\n<li>leisure and sports facilities may continue to stay open, but group exercise classes (including fitness and dance) should not go ahead. Saunas and steam rooms should close<\/li>\n<li>organised outdoor sport, and physical activity and exercise classes can continue, however higher-risk contact activity should not take place<\/li>\n<li>organised indoor sport, physical activity and exercise classes cannot take place indoors. There are exceptions for indoor disability sport, sport for educational purposes and supervised sport and physical activity for under-18s<\/li>\n<\/ul>\n<h5 style=\"padding-left: 40px;\"><strong>Our take on this tier and martial arts?<\/strong><\/h5>\n<p style=\"padding-left: 40px;\">Given the above, and in absence of additional restrictions or conditions, organised indoor martial arts classes do\u00a0<strong>not<\/strong> look to be permissible for adult classes unless as part of a disability based class. Children&#8217;s classes (for those under 18) appear to be still permitted.<\/p>\n<p>There are exemptions and wider conditions which you should always take a full look at from the .GOV website.<\/p>\n<h4><strong>*Does rule of 6 mean I can only teach groups of up to 6?<\/strong><\/h4>\n<p>No, not as far as we&#8217;re aware. The rule of 6 applies to social interactions only and does not apply for organised indoor sports activities. For example, the rule of 6 means you can not attend a sports setting &#8211; such as a tennis game &#8211; in a social group of greater than 6. You could, however, attend a training session of 10 provided all of the usual social distancing and hygiene provisions are met if you were to attend alone and not in a social group of 6 or more. For these purposes, you can deliver training to groups larger than 6 provided you can meet the usual covid-secure hygiene and distancing conditions\u00a0<em>if<\/em> you can ensure (as best as is reasonable) that groups of 6 or more do not mix socially before, during or after your classes.<\/p>\n<h2><\/h2>\n<h2>What next?<\/h2>\n<p>First things first, check with your local council. They will be largely responsible for enforcement action so ensuring you are up to date on the latest guidance issued by them is essential. It&#8217;s also vital you keep in regular contact with students and parents throughout the next couple of days and weeks. This is a fast moving situation and alot of official sources are yet to update, so it&#8217;s possible the goalposts could move slightly. You will be able to use the postcode checker to find out the restrictions in your area or an area you plan to visit. The NHS COVID-19 app will be updated on 2 December.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">The new rules will come into effect from the beginning of Wednesday 2 December.<\/span><\/p>\n<h2 id=\"what-tiers-mean\"><span style=\"color: #ffffff;\">What tiers mean<\/span><\/h2>\n<p><span style=\"color: #ffffff;\">This guidance sets out what you can and cannot do in each tier.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">There is separate guidance for\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/publications\/covid-19-stay-at-home-guidance\/stay-at-home-guidance-for-households-with-possible-coronavirus-covid-19-infection\">households with a possible or confirmed coronavirus infection<\/a>\u00a0and additional advice at each tier will be provided shortly for\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/publications\/guidance-on-shielding-and-protecting-extremely-vulnerable-persons-from-covid-19\">people who are clinically extremely vulnerable to coronavirus<\/a>.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">There is also separate guidance for\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/guidance\/making-a-support-bubble-with-another-household\">support<\/a>\u00a0and\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/guidance\/making-a-childcare-bubble-with-another-household\">childcare bubbles<\/a>, which apply across all tiers.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">Support bubbles have been expanded. From 2 December you can form a support bubble with another household if any of the following apply to you:<\/span><\/p>\n<ul>\n<li><span style=\"color: #ffffff;\">you are the only adult in your household (any other members of the household having been under 18 on 12 June 2020) or are the only adult who does not have a disability that needs continuous care<\/span><\/li>\n<li><span style=\"color: #ffffff;\">you have a child under 1<\/span><\/li>\n<li><span style=\"color: #ffffff;\">you live with a child under 5 with a disability that needs continuous care<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #ffffff;\">The government will announce the arrangements that will be in place over the Christmas period shortly.<\/span><\/p>\n<h2 id=\"all-tiers\"><span style=\"color: #ffffff;\">All tiers<\/span><\/h2>\n<p><span style=\"color: #ffffff;\">Across all tiers, everyone:<\/span><\/p>\n<ul>\n<li><span style=\"color: #ffffff;\">must\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/publications\/face-coverings-when-to-wear-one-and-how-to-make-your-own\/face-coverings-when-to-wear-one-and-how-to-make-your-own\">wear a face covering<\/a>\u00a0in most indoor public settings, unless they have an exemption<\/span><\/li>\n<li><span style=\"color: #ffffff;\">should follow the\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/publications\/coronavirus-covid-19-meeting-with-others-safely-social-distancing\">rules on meeting others safely<\/a><\/span><\/li>\n<li><span style=\"color: #ffffff;\">should attend school or college as normal, unless they are self-isolating. Schools, universities, colleges and early years settings remain open in all tiers<\/span><\/li>\n<li><span style=\"color: #ffffff;\">should walk or cycle where possible, plan ahead and avoid busy times and routes when travelling<\/span><\/li>\n<li><span style=\"color: #ffffff;\">must follow the gathering limits at their tier except for in specific settings and circumstances. These\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/guidance\/local-restriction-tiers-what-you-need-to-know#exemptions\">exemptions are detailed at the end of this guidance<\/a><\/span><\/li>\n<\/ul>\n<p><span style=\"color: #ffffff;\">Visits to care homes can take place with arrangements such as substantial screens, visiting pods, and window visits. Regular testing will be offered to up to 2 family members or friends per resident by Christmas, which \u2013 when combined with other infection-control measures such as PPE \u2013 will support indoor visits with physical contact. Detailed guidance will be published shortly.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">All businesses and venues that are open are expected to\u00a0follow\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/guidance\/working-safely-during-coronavirus-covid-19\">COVID-19 secure guidelines<\/a>\u00a0to protect customers, visitors and workers. In all tiers, the following businesses and venues can remain open:<\/span><\/p>\n<ul>\n<li><span style=\"color: #ffffff;\">essential and non-essential retail, including indoor and outdoor markets and car boot sales<\/span><\/li>\n<li><span style=\"color: #ffffff;\">certain leisure and sporting facilities such as gyms, sports courts and facilities, leisure centres, fitness and dance studios, golf courses, swimming pools, riding centres, outdoor playgrounds \u2013 subject to relevant\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/publications\/coronavirus-covid-19-meeting-with-others-safely-social-distancing\">social contact rules<\/a>\u00a0in each tier. Indoor group activities and classes should not take place at tier 3<\/span><\/li>\n<li><span style=\"color: #ffffff;\">personal care and close contact services such as hairdressers and barbers, beauty salons, tattoo parlours, nail salons, spas and beauty services, massage parlours and tanning salons<\/span><\/li>\n<li><span style=\"color: #ffffff;\">public buildings, such as libraries, community centres and halls. They should not host events for private hire, such as birthday parties or most other social activities in tier 3<\/span><\/li>\n<li><span style=\"color: #ffffff;\">allotments, recycling and waste centres, public toilets, car parks<\/span><\/li>\n<li><span style=\"color: #ffffff;\">essential public services such as the NHS and medical services, courts, and jobcentre plus sites<\/span><\/li>\n<li><span style=\"color: #ffffff;\">places of worship \u2013 communal worship can now resume, subject to relevant social contact rules in each tier<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #ffffff;\">Everyone who can work from home should do so. Where people cannot do so \u2013 including, but not limited to, people who work in critical national infrastructure, construction, or manufacturing \u2013 they should continue to travel to their workplace. Public-sector employees working in essential services, including education settings, should continue to go into work where necessary<\/span><\/p>\n<h2 id=\"medium-alert\"><span style=\"color: #ffffff;\">Tier 1: Medium alert<\/span><\/h2>\n<p><span style=\"color: #ffffff;\">In tier 1:<\/span><\/p>\n<ul>\n<li><span style=\"color: #ffffff;\">you must not socialise in groups larger than 6 people, indoors or outdoors, other than where a legal exemption applies.\u00a0 This is called the \u2018rule of 6\u2019<\/span><\/li>\n<li><span style=\"color: #ffffff;\">businesses and venues can remain open, in a\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/guidance\/working-safely-during-coronavirus-covid-19\">COVID secure<\/a>\u00a0manner, other than those which remain closed by law, such as nightclubs<\/span><\/li>\n<li><span style=\"color: #ffffff;\">hospitality businesses selling food or drink for consumption on their premises are required to:<\/span>\n<ul>\n<li><span style=\"color: #ffffff;\">provide table service only, for premises that serve alcohol<\/span><\/li>\n<li><span style=\"color: #ffffff;\">close between 11pm and 5am (hospitality venues in airports, ports, on transport services and in motorway service areas are exempt)<\/span><\/li>\n<li><span style=\"color: #ffffff;\">stop taking orders after 10pm<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #ffffff;\">hospitality businesses and venues selling food and drink for consumption off the premises can continue to do so after 10pm as long as this is through delivery service, click-and-collect or drive-through<\/span><\/li>\n<li><span style=\"color: #ffffff;\">early closure (11pm) applies to casinos, cinemas, theatres, concert halls, museums, bowling alleys, amusement arcades, funfairs, theme parks, adventure parks and activities and bingo halls. Cinemas, theatres and concert halls can stay open beyond 11pm in order to conclude performances that start before 10pm<\/span><\/li>\n<li><span style=\"color: #ffffff;\">public attendance at outdoor and indoor events (performances and shows) is permitted, limited to whichever is lower: 50% capacity, or either 4,000 people outdoors or 1,000 people indoors<\/span><\/li>\n<li><span style=\"color: #ffffff;\">public attendance at spectator sport and business events can resume inside and outside, subject to social contact rules and limited to whichever is lower: 50% capacity, or either 4,000 people outdoors or 1,000 people indoors<\/span><\/li>\n<li><span style=\"color: #ffffff;\">places of worship remain open, but you must not attend or socialise in groups of more than 6 people while there, unless a legal exemption applies<\/span><\/li>\n<li><span style=\"color: #ffffff;\">weddings and funerals can go ahead with restrictions on numbers of attendees \u2013 15 people can attend wedding ceremonies and receptions, 30 people can attend funeral ceremonies, and 15 people can attend linked commemorative events<\/span><\/li>\n<li><span style=\"color: #ffffff;\">organised outdoor sport, physical activity and exercise classes can continue<\/span><\/li>\n<li><span style=\"color: #ffffff;\">organised indoor sport, physical activity and exercise classes can continue to take place, if the rule of 6 is followed. There are exceptions for indoor disability sport, sport for educational purposes, and supervised sport and physical activity for under-18s, which can take place with larger groups mixing<\/span><\/li>\n<li><span style=\"color: #ffffff;\">if you live in a tier 1 area and travel to an area in a higher tier you should follow the rules for that area while you are there.\u00a0Avoid travel to or overnight stays in tier 3 areas other than where necessary, such as for work, education, youth services, to receive medical treatment, or because of caring responsibilities. There are several exemptions, such as for those who use these venues as their main residence, and those requiring the venues where it is reasonably necessary for work or education and training<\/span><\/li>\n<li><span style=\"color: #ffffff;\">indoor entertainment and tourist venues must close. This includes:<\/span>\n<ul>\n<li><span style=\"color: #ffffff;\">indoor play centres and areas, including trampolining parks and soft play<\/span><\/li>\n<li><span style=\"color: #ffffff;\">casinos<\/span><\/li>\n<li><span style=\"color: #ffffff;\">bingo halls<\/span><\/li>\n<li><span style=\"color: #ffffff;\">bowling alleys<\/span><\/li>\n<li><span style=\"color: #ffffff;\">skating rinks<\/span><\/li>\n<li><span style=\"color: #ffffff;\">amusement arcades and adult gaming centres<\/span><\/li>\n<li><span style=\"color: #ffffff;\">laser quests and escape rooms<\/span><\/li>\n<li><span style=\"color: #ffffff;\">cinemas, theatres and concert halls<\/span><\/li>\n<li><span style=\"color: #ffffff;\">snooker halls<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #ffffff;\">indoor attractions at mostly outdoor entertainment venues must also close (indoor shops, through-ways and public toilets at such attractions can remain open). This includes indoor attractions within:<\/span>\n<ul>\n<li><span style=\"color: #ffffff;\">zoos, safari parks, and wildlife reserves<\/span><\/li>\n<li><span style=\"color: #ffffff;\">aquariums, visitor attractions at farms, and other animal attractions<\/span><\/li>\n<li><span style=\"color: #ffffff;\">model villages<\/span><\/li>\n<li><span style=\"color: #ffffff;\">museums, galleries and sculpture parks<\/span><\/li>\n<li><span style=\"color: #ffffff;\">botanical gardens, biomes or greenhouses<\/span><\/li>\n<li><span style=\"color: #ffffff;\">theme parks, circuses, fairgrounds and funfairs<\/span><\/li>\n<li><span style=\"color: #ffffff;\">visitor attractions at film studios, heritage sites such as castles and stately homes<\/span><\/li>\n<li><span style=\"color: #ffffff;\">landmarks including observation decks and viewing platforms<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #ffffff;\">leisure and sports facilities may continue to stay open, but group exercise classes (including fitness and dance) should not go ahead. Saunas and steam rooms should close<\/span><\/li>\n<li><span style=\"color: #ffffff;\">there should be no public attendance at spectator sport or indoor performances and large business events should not be taking place.\u00a0Elite sport events may continue to take place without spectators<\/span><\/li>\n<li><span style=\"color: #ffffff;\">large outdoor events (performances and shows) should not take place, with the exception of drive-in events<\/span><\/li>\n<li><span style=\"color: #ffffff;\">places of worship remain open, but you must not attend with or socialise with\u00a0 anyone outside of your household or support bubble while you are there, unless a legal exemption applies<\/span><\/li>\n<li><span style=\"color: #ffffff;\"><a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/publications\/covid-19-guidance-for-small-marriages-and-civil-partnerships\/covid-19-guidance-for-small-marriages-and-civil-partnerships\">weddings<\/a>\u00a0and\u00a0<a class=\"govuk-link\" style=\"color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/publications\/covid-19-guidance-for-managing-a-funeral-during-the-coronavirus-pandemic\/covid-19-guidance-for-managing-a-funeral-during-the-coronavirus-pandemic\">funerals<\/a>\u00a0can go ahead with restrictions on the number of attendees \u2013 15 people can attend wedding ceremonies, wedding receptions are not allowed, 30 people can attend funeral ceremonies, 15 people can attend linked commemorative events<\/span><\/li>\n<li><span style=\"color: #ffffff;\">organised outdoor sport, and physical activity and exercise classes can continue, however higher-risk contact activity should not take place<\/span><\/li>\n<li><span style=\"color: #ffffff;\">organised indoor sport, physical activity and exercise classes cannot take place indoors. There are exceptions for indoor disability sport, sport for educational purposes and supervised sport and physical activity for under-18s<\/span><\/li>\n<li><span style=\"color: #ffffff;\">you can continue to travel to venues or amenities which are open, but should aim to reduce the number of journeys you make where possible<\/span><\/li>\n<li><span style=\"color: #ffffff;\">avoid travelling to other parts of the UK, including for overnight stays other than where necessary, such as for work, education, youth services, to receive medical treatment, or because of caring responsibilities.
